Permits & Power in Mesquite

Who issues the permit

Electrical permits for work in Mesquite are issued by the city, and it is the city that inspects the finished work. Requirements, fees and inspection scheduling differ from one DFW city to the next.

Clements Electric pulls the permit and schedules the inspection as part of the job. Texas Electrical Contractor TECL #40628.

Who owns the wires

Most Mesquite addresses are served by Oncor Electric Delivery. Part of the city is served by Trinity Valley Electric Cooperative and Farmers Electric Cooperative instead — utility territory does not follow city limits.

This matters on a service or panel upgrade: the utility named on your electric bill is the one that has to disconnect and then release the meter before the new service can be energized. Worth checking your bill before scheduling, and we coordinate that call either way.

Solar Panels & a Standby Generator in Mesquite

If your Mesquite home has grid-tied solar, the solar has to connect on the utility side of the generator’s transfer switch, between the meter and the switch, so the generator can never feed the solar inverters. We explain why in adding a standby generator to a home with solar panels. How that connection is made depends on the utility that serves your address, and more than one serves Mesquite: Oncor Electric Delivery or Trinity Valley Electric Cooperative or Farmers Electric Cooperative. Check the name on your electric bill, because utility territory does not follow city limits.

Oncor Electric Delivery (delivery utility)

  • Disconnect: A visible, lockable, labeled AC disconnect is required between the Oncor meter and every source of distributed generation, within 10 feet of the meter unless special placards are used. Oncor states that molded-case breakers are not an acceptable disconnect.
  • Meter socket: The meter socket is reserved for Oncor metering. No meter collars or other devices may be installed in it or between the meter and the socket.
  • Generator and transfer switch: The generator transfer switch must be installed on the load side of the meter base, never integrated with or in series with the meter. Oncor asks installers to confirm whether the transfer switch is open or closed transition.
  • Solar approval: Solar needs an Oncor interconnection application, and Oncor treats a system as certified when it meets UL 1741 and the applicable parts of IEEE 1547.

Trinity Valley Electric Cooperative (electric cooperative)

  • Disconnect: Trinity Valley requires the solar disconnect and production meter base to sit with the utility meter, within 10 feet, accessible from outside with no fence between, mounted 4 to 6 feet high, and lockable open with a cooperative lock.
  • Meter socket: Trinity Valley states that no attachments or isolation devices may be placed between the utility meter and the meter base, which rules out meter collars.
  • Supply-side tap: Trinity Valley publishes line-side connection drawings, and insulation-piercing taps are permitted only after the first overcurrent device. The member requests a temporary disconnect before a tap is made.
  • Generator and transfer switch: Trinity Valley requires separation from the utility by a manual double-throw switch or an automatic transfer switch that is break-before-make, and states that interlocking breaker devices are not permitted.
  • Solar approval: Every solar application needs an engineer-stamped plan set and a TDLR contractor employing a master electrician, with a $600 application fee up to 60 kW. The system may not operate until Trinity Valley grants permission to operate.
  • Not published by Trinity Valley Electric Cooperative: a UL 1741 inverter requirement (its manual cites IEEE 1547). We confirm these with the utility in writing before the job rather than assume another utility’s rule applies.

Farmers Electric Cooperative (electric cooperative)

  • Disconnect: Farmers requires a visible, lockable, labeled disconnect with a visual break within 10 feet of the billing meter (or a placard), lockable open with a cooperative lock.
  • Meter socket: Solar needs a separate distributed generation output meter socket, wired so production flows bottom-up.
  • Generator and transfer switch: Farmers asks members to contact it before installing a generator, prefers an automatic transfer switch, accepts any UL-approved open-transition switch, requires the standby disconnect to be accessible and visible to Farmers, and inspects before approval and reconnection.
  • Solar approval: Solar has a $500 application fee, an approval email before installation, an inspection, and then permission to operate. The inverter must be UL 1741 and IEEE 1547 compliant. New systems are credited at avoided cost rather than net metered.
  • Not published by Farmers Electric Cooperative: whether breakers qualify as the disconnect; whether a supply-side tap or meter collar is allowed. We confirm these with the utility in writing before the job rather than assume another utility’s rule applies.
