Who owns the wires

Most Keller addresses are served by Oncor Electric Delivery. Part of the city is served by Tri-County Electric Cooperative instead — utility territory does not follow city limits.

This matters on a service or panel upgrade: the utility named on your electric bill is the one that has to disconnect and then release the meter before the new service can be energized. Worth checking your bill before scheduling, and we coordinate that call either way.

Solar Panels & a Standby Generator in Keller

Oncor Electric Delivery (delivery utility)

  • Disconnect: A visible, lockable, labeled AC disconnect is required between the Oncor meter and every source of distributed generation, within 10 feet of the meter unless special placards are used. Oncor states that molded-case breakers are not an acceptable disconnect.
  • Meter socket: The meter socket is reserved for Oncor metering. No meter collars or other devices may be installed in it or between the meter and the socket.
  • Generator and transfer switch: The generator transfer switch must be installed on the load side of the meter base, never integrated with or in series with the meter. Oncor asks installers to confirm whether the transfer switch is open or closed transition.
  • Solar approval: Solar needs an Oncor interconnection application, and Oncor treats a system as certified when it meets UL 1741 and the applicable parts of IEEE 1547.

Tri-County Electric Cooperative (electric cooperative)

  • Disconnect: Tri-County requires a visible, load-break disconnect no more than 6 feet from its revenue meter, lockable open with a Tri-County lock.
  • Meter socket: Call Tri-County before cutting the meter seal or entering the meter base, or it counts as tampering. Tri-County lists double- and triple-lug connectors as authorized, and piercing connectors, Polaris lugs, wire nuts and double-tapped wires as unauthorized.
  • Supply-side tap: Tri-County's distributed generation checklist states: "Tri-County Electric Cooperative does not accept line-side taps." That rules out the usual supply-side solar connection, so on a Tri-County home the solar connection method is agreed with Tri-County in writing before we quote.
  • Generator and transfer switch: Tri-County requires a Generator Interconnection form. The transfer switch must be UL 1008 listed (not 1008M), accessible from outside, and within 6 feet of the meter, or within 3 feet if it serves as the service disconnect. Interlock kits and meter-mount transfer switches are not accepted.
  • Solar approval: Solar applications are online, with a $500 fee per application and a $12 monthly distributed generation charge. Tri-County issues permission to operate after a satisfactory final inspection, and warns of tampering charges including a $2,500 fee if a system is turned on without approval.
  • Not published by Tri-County Electric Cooperative: a UL 1741 inverter requirement (its manual cites IEEE 1547). We confirm these with the utility in writing before the job rather than assume another utility’s rule applies.
