Who issues the permit

Who owns the wires

Most Allen addresses are served by Oncor Electric Delivery. Part of the city is served by CoServ Electric and Grayson-Collin Electric Cooperative instead — utility territory does not follow city limits.

This matters on a service or panel upgrade: the utility named on your electric bill is the one that has to disconnect and then release the meter before the new service can be energized. Worth checking your bill before scheduling, and we coordinate that call either way.

Solar Panels & a Standby Generator in Allen

If your Allen home has grid-tied solar, the solar has to connect on the utility side of the generator’s transfer switch, between the meter and the switch, so the generator can never feed the solar inverters. How that connection is made depends on the utility that serves your address, and more than one serves Allen: Oncor Electric Delivery or CoServ Electric or Grayson-Collin Electric Cooperative. Oncor Electric Delivery (delivery utility)

  • Disconnect: A visible, lockable, labeled AC disconnect is required between the Oncor meter and every source of distributed generation, within 10 feet of the meter unless special placards are used. Oncor states that molded-case breakers are not an acceptable disconnect.
  • Meter socket: The meter socket is reserved for Oncor metering. No meter collars or other devices may be installed in it or between the meter and the socket.
  • Generator and transfer switch: The generator transfer switch must be installed on the load side of the meter base, never integrated with or in series with the meter. Oncor asks installers to confirm whether the transfer switch is open or closed transition.
  • Solar approval: Solar needs an Oncor interconnection application, and Oncor treats a system as certified when it meets UL 1741 and the applicable parts of IEEE 1547.

CoServ Electric (electric cooperative)

  • Disconnect: CoServ requires a visible, lockable, labeled AC disconnect with a visible break and an external handle, on an exterior wall within 10 feet of the CoServ meter (a placard is required at the meter if it is farther), and lockable open with a cooperative lock.
  • Meter socket: CoServ's Electric Service Manual says its meter sockets are to be used exclusively for CoServ metering, and members may not double lug them.
  • Generator and transfer switch: CoServ requires an application before a standby generator is installed, requires an automatic transfer switch, and says standby generators must not export power and must use an open-transition (break-before-make) transfer switch.
  • Solar approval: Residential solar goes through CoServ's interconnection application, a $150 fee, and a review of up to 15 business days. The system may not operate until CoServ issues its permission-to-operate letter. CoServ asks whether the inverter is UL 1741 certified and requires IEEE 1547 compliance.
  • Worth confirming: CoServ's generator FAQ says it allows a GenerLink transfer switch, which mounts at the meter socket. That sits uneasily with its own meter-socket rule, so we confirm with CoServ before relying on either.
  • Not published by CoServ Electric: whether a supply-side tap between the meter and the main disconnect needs separate CoServ approval. We confirm these with the utility in writing before the job rather than assume another utility’s rule applies.

Grayson-Collin Electric Cooperative (electric cooperative)

  • Disconnect: Grayson-Collin requires a visible, load-break disconnect readily accessible to cooperative personnel and lockable open with a cooperative lock, in a location acceptable to both the member and the co-op. No distance from the meter is published.
  • Meter socket: Only a Grayson-Collin serviceman may pull the meter; anyone else doing so is treated as tampering, with a $250 fee. Solar needs a separate output-meter socket at the member's cost.
  • Generator and transfer switch: Grayson-Collin requires a standby generator to be installed by a licensed electrician with an automatic transfer switch, and asks members to request a temporary disconnect so its serviceman can pull the meter.
  • Solar approval: The contractor applies with a one-line diagram and spec sheets, Grayson-Collin pre-approves construction, then inspects and sets a bi-directional meter before permission to operate. The application fee is $40 for systems under 5 kW. Review follows the NEC and IEEE 1547.
  • Not published by Grayson-Collin Electric Cooperative: a disconnect distance from the meter; whether breakers qualify as the disconnect; whether a supply-side tap or meter collar is allowed. We confirm these with the utility in writing before the job rather than assume another utility’s rule applies.
